Horizon-Scan: In search for consistent outcomes
Pramesh Chand, Ly Fie SugiantoAbstract: This paper describes a novel global optimization technique, called Horizon-Scan (HS). The technique has been designed to solve problems with non-linear objective and nonlinear constraint functions. It is a heuristic based approach, developed out of the need to solve the complex problem of Central Dispatch Scheduling (CDS) - a problem of economically procuring generation against forecast demand in deregulated electricity markets. The advent of the technique arose from the need of modeling the CDS problem non-linearly while maintaining solution consistency similar to that of the Linear Programming technique. The conceptual design of the technique is detailed in this paper, and its application to the CDS problem is demonstrated.
